The Parish Council came into being as a result  of the Local Government Act 1972 and 1974, which on April 1st 1974 divided the area of Turton Urban District Council into two sections.

The southern part of Turton became part of Bolton Metropolitan Borough, whilst the larger Northern rural area (North Turton) became part of Blackburn Borough, being the area containing the main villages of Belmont, Chapeltown and Edgworth along with Entwistle and Quarlton.

The Parish Council is made up of seven councillors, three representing the largest village - Edgworth, two Councillors for the ward of Chapeltown and two for the Belmont ward

The Parish Council meets on the first working Monday of each month within the Library at The Barlow Institute, Bolton Road, Edgworth, Bolton, BL7 OAP, starting usually at 7:30pm at which the general public and press are invited to att\end and listen to the proceedings. The Parish Clerk can be contacted on Tel No: 01204 853949 either directly or by telephone answering machine 24 hours each day.

In addition to their normal Council and Ward duties the North Turton Parish Councillors are the Custodian Trustees Custodian Trustees of The Barlow Institute and Recreational Grounds at Edgworth, given to the people of Edgworth by the Barlow Family of Greenthorne, Edgworth, and Sir Thomas Barlow former physician to Queen Victoria, Edward VII and George V, who resided at Brandwood Fold, Edgworth. The Parish Council are also Trustees of Turton Tower, a 15th century Pele tower, much altered over the years by its several owners, the most famous of them being William Orrell in 1596 and Sir Humphrey Chetham who established the Chetham Hospital and School of Music in Manchester. Eventually the Tower was purchased in 1903 by Sir Lees Knowles, Member of Parliament for Salford (West) who owned several collieries and who had also owned some small mines in the Turton area. In 1930 Lady Nina Knowles made a gift of the Tower and Grounds ‘to the people of Turton’ in memory of her late husband by presenting it to Turton Urban District Council as Trustees. The Tower and Grounds are currently managed by Lancashire County Museums Service.
